Whilst the British and their allies did not really understand the potential of submarines as commerce raiders, the Germans certainly did and exploited this potential to such an extent that Britain nearly starved in 1917 following the loss of 944,000 tons of allied shipping. Eventually with the convoy system and effective counter-measures such as depth charges, the U Boat menace was overcome.
